Good news for Estonians in Australia: simplified recognition of Estonian driver’s licences is set to return later this year. Read the full update from the Embassy of Estonia in Canberra below.
In April of 2025, Austroads, the association of Australian and New Zealand transport agencies, somewhat unexpectedly informed the embassies of Estonia and several other European Union member states that following a review of the recognition process for foreign driver’s licences, it would no longer be part of the Experienced Driver Recognition category as of 30 April 2025. Until then, this category had allowed holders of Estonian driver’s licences to obtain an Australian driver’s licence under a simplified procedure, i.e. without having to take written or driving tests.
Several Australian states subsequently introduced transitional periods of their own, but these have expired. This means that exchanging an Estonian driver’s licence for an Australian one today generally requires passing both the theory and practical driving tests. From Estonia’s perspective, this constituted a breach of both the principles of reciprocity and equal treatment: Estonia has imposed no corresponding requirement for Australian driver’s licences, and at the same time the additional burden was introduced only for some but not all EU Member States, while the EU directive governing the issuing of driver’s licenses is uniform. The Estonian Transport Administration promptly responded to the additional questions by Austroads, and an application was also submitted immediately for Estonia to be reinstated in the Recognised Country category.
As a result of the efforts and repeated communication by Estonian authorities, the Delegation of the European Union in Canberra, and the Embassy with both the Australian Department of Foreign Affairs and Trade and Austroads, we are pleased to announce that, according to confirmation from Austroads, the decision to reinstate Estonia as a Recognised Country has been made, and the simplified procedure will come into effect at the end of this year, 2026. Eesti juhilubade tunnustamisest Austraalias
Eelmise aasta aprillis teavitas Austraalia ja Uus-Meremaa maantee- ja juhilubade-administratsioon Austroads mõneti ootamatult nii Eesti kui ka mitmete teiste Euroopa Liidu liikmesriikide saatkondi, et Eesti eemaldatakse välisriikide juhilubade tunnustamise ülevaatusprotsessi tulemusena alates 30.04.2025 Experienced Driver Recognition-kategooriast, mis on seni võimaldanud Eesti juhiloa omanikel omandada Austraalia juhiluba lihtsustatud korras, s.t. ilma eksamiteta.
Mitmed osariigid kehtestasid seepeale omapoolsed üleminekuperioodid, ent tänaseks on needki lõppenud. See tähendab, et Eesti juhilubade vahetamine Austraalia omade vastu tähendab täna valdavalt nii teooria- kui sõidueksamite läbimise kohustust. Eesti seisukohast oli tegu nii vastastikkuse kui ka võrdse kohtlemise printsiibi rikkumisega: Eesti omapoolset kohustust Austraalia juhilubade suhtes kehtestanud ei ole, ühtlasi tekitati lisakohustus ainult osade, mitte kõikide ELi liikmesriikide suhtes.
Austroadsi palutud täiendavatele küsimustele vastas Transpordiamet juba eelmise aasta keskpaigas, ühtlasi esitati koheselt taotlus Eesti ennistamiseks Recognised Country kategooriasse. Nii Eesti asutuste, Canberra Euroopa Liidu esinduse kui ka saatkonna töö ja korduva suhtluse tulemusel nii Austraalia välisministeeriumi kui Austroadsiga on hea meel teatada, et Austroadsi kinnitusel on otsus Eesti ennistamiseks tehtud ja lihtsustatud kord jõustub 2026. aasta lõpus.
